以前少し、スペインの奨学金について触れた。

昨年スペイン政府は海外留学を希望する自国のスペイン人に奨学金を出した。そのおかげで、スペイン人は大挙して、イギリスやアイルランドに英語留学して、昨年の夏はどの学校でもスペイン人だらけで、学校経営者とスペインの留学エージェントは思わぬスペイン奨学金景気を享受した。

今年も正式にこの奨学金制度が継続されることがわかると、イギリスとアイルランド、マルタなどの英語学校と地元の留学エージェントは、2匹目の柳の下のドジョウの獲得を狙い、パンフレットを大量に刷ったり、追加の教室や先生を用意したり、飛行機のチケットを先に押さえたりしていた。

ところが、ふたを開けてみると、今年は奨学金があるにもかかわらず、それを利用するスペイン人が激減した。昨年行き尽くしたのかどうなのか理由はわからないが、この事態を受けて、お金と労力をかけて準備をしていた英語学校やエージェントは肩透かしを食ってしまった。

中には、大きな損害を出したところもあるようだ。

私の10年来の知人でアイルランドとイギリスで英語学校を経営するJustinは、私の質問に対し以下のように、状況を説明してくれた。

The scholarship scheme was really hard to read, the Spanish Government gave 53,000 free scholarships to students, in 2007 45,000 were take up and as you can imagine this pushed our summer business right up, in 2008 only 15,000 scholarships were taken up,,,,a major shortfall, We had done our planning based on 2007 numbers, but so had most schools in Ireland and the UK

Agents has invested in call centres, extra staff, new web sites and lots of promotions. So they lost out the most. Some had pre paid for flight tickets, I know one agent who has 150 unused tickets....

I have been around too long to let this upset me, I have seen the business go up and down so many times. It is just another cycle.
